Bu hafta Türkiye Büyük Millet Meclisi’nde (TBMM) Genel Kurul, komisyonlar ve partiler için yoğun bir gündem var. Kamuoyunda uzun süredir tartışılan ve bayramdan önce çıkarılması için çalışmaların yapıldığı infazla ilgili düzenlemeler içeren teklifin TBMM Başkanlığı’na sunulması ve komisyonlarda görüşmelere başlanması bekleniyor.
İnfaz paketinde öngörülen düzenlemeler arasında, 31 Temmuz 2023 öncesi cezaevine girenlerin 5 yıl denetimli serbestlikle tahliye edilmelerini sağlayan kanundan yararlanamayanların da yararlanmasını sağlayacak hükümler yer alıyor. Aynı zamanda cezaevlerinde tek başına hayatlarını sürdüremeyecek hastalar, yaşlılar ve hamileler için “evde infaz” düzenlemesi yapılacak. Suç işlenen tarih esas alınacak ve özel infaz türleriyle ilgili düzenlemelere de yer verilecek.
Paket, mükerrer suçlarla ilgili düzenlemelerin yanı sıra, 2 yılın altında hapis cezası alanların hapis cezalarının 8’de 1 veya 10’da 1’ini yatmalarını sağlayacak hükümleri de içeriyor. Ayrıca Anayasa Mahkemesi’nin iptal ettiği hükümlerle ilgili yapılan düzenlemelerin yer aldığı torba kanun teklifleri de TBMM Genel Kurulu’nda görüşülecek.
TRAFFIC LAW AMENDMENT PROPOSAL IN THE JUSTICE COMMISSION
On Wednesday in the Justice Commission of the TBMM, a bill proposing amendments to the Highway Traffic Law will be discussed. The bill, consisting of 36 articles, aims to significantly increase penalties for violations such as speeding, running red lights, and lane violations, especially to reduce fatal traffic accidents.
According to the proposal, those driving without a license will be fined 40,000 liras, while those driving with a suspended or canceled license will receive a fine of 200,000 liras. Making convoys for events like weddings or military send-offs, obstructing the passage of other vehicles, or making dangerous moves to impede traffic will be prohibited. Offenders engaging in risky behaviors such as driving in the opposite direction on highways, cutting lanes, or blocking traffic will face fines of 90,000 liras, have their licenses suspended for 60 days, and have their vehicles banned from traffic for 30 days.
Drivers persistently following another vehicle with the intention of aggression or exiting their vehicle for such purposes will be fined 180,000 liras, have their driver’s licenses suspended for 60 days, and have their vehicles banned from traffic for 30 days. Their licenses will be reinstated after psychotechnical evaluation. The fines for repeated red light violations will increase incrementally.
Those caught evading police control signals by not stopping will face a fine of 200,000 liras, have their driver’s licenses suspended for 60 days, and have their vehicles banned from traffic for 60 days. Drivers causing traffic accidents due to running red lights will have their driver’s licenses suspended for 60 days.
Technical tools or test kits will be used to determine drug or alcohol use levels. The fine for driving with a blood alcohol level above 0.50 promille will be increased from 700 liras to 25,000 liras. Those whose licenses are revoked for drunk driving will see fines raised from 877 liras to 50,000 liras for their second offense and 150,000 liras for subsequent offenses.
Drivers found to be under the influence of drugs will face a fine of 150,000 liras, have their licenses canceled, and be subject to Turkish Penal Code provisions. To regain their licenses, they will need to attend driving courses, pass exams, and obtain a motor vehicle driver’s certificate.
AWARD FOR THOSE WHO COMPLY WITH DECISIONS FROM THE PETITION SUB-COMMISSION
In the Sub-Commission consisting of members from the Petition and Human Rights Examination Commissions, senior representatives of public institutions showing a high rate of negative response to advisory decisions and information/document requests will be heard. Senior representatives of institutions showing a high rate of positive response to advisory decisions will be awarded plaques.
PUBLIC ECONOMIC ENTERPRISES COMMISSION
This week in the Public Economic Enterprises Commission, the accounts of the State Materials Office, National Lottery Administration General Directorate, Ankara Natural Electricity Production and Trade Inc., Karadeniz Copper Enterprises Co., Doğusan Pipe Industry and Trade Inc., and Sumer Holding Co. Inc. for 2021-2022 will be examined.
DEM PARTY TO VISIT MHP and AKP
Following the dissolution decision of the terrorist organization PKK, the DEM Party continues its visits to political parties. After visiting DEVA, Saadet, CHP, and Gelecek parties, the DEM Party will visit the MHP in the TBMM on Tuesday, May 27. The DEM Party will also visit the AKP during this week.
AKP TO ELECT FRUP MANAGEMENT
Furthermore, the parties with groups in the TBMM will be choosing their group managements and members of the Parliamentary Presidency Council for the second term of the 28th legislative year.
As part of this process, the AKP is expected to determine its group management through an election at a closed group meeting on Wednesday, May 28.
Moreover, party group meetings will be held on Tuesday and Wednesday this week.
